Anxann is the ruler if Kaport Bay and head of House Torquann in the area, with many of his cousins having holdings in the area around Kaport Bay[1]. He was turned into an animus by The Overking during the Greyhawk wars, because Ivid did not trust Anxann and wanted to make sure he would properly support the Sea Barons. That left him bitter and he spent the following years brooding on how he was going to destroy Ivid eventually[1]. He very rarely has any dealings with outside rulers, isolating himself as much as possible[2].
