Radigast City is the capital of the County of Urnst.
People
[edit | edit source]The local population has increased with refuges from Tenh, including the exiled Duke Ehyeh and his family, and are not very well liked. Nyrondese artisans and scholars have also been moving in.[2]

"Why does a god, through paladinhood, invest a mortal with a sliver of his divine essence when ostensibly a cleric could serve just as well and in the case of most gods usually does? The answer is that a paladin is more than just an embodiment of the religion and its teachings. He is also a warrior for the faith and a standard bearer of the deity in a way that most clerics cannot be. He is not the hand but the fist of the deity’s will."
- Nolzur the illusionist and once part of the famed Company of Seven, started his career as a thief in Radigast.[3]
- Nystul is a member of the Sorcerous Union, where he met Otto. He helped relocate many from Tenh, especially the Redspanners during the war. [4]
- Otto is a member of the Sorcerous Union early in his career and, in 571 CY, he becomes a member of the Circle of Eight.[5]
- Xollox (LE beholder Rog6), also known as the Sagacious One, secretly resides in Radigast and is an information broker who controls a large network of informants.[6]
- Renehard Barris (male human Wiz9), an alchemist in a small enclave of potion-makers in the Janaquil Valley in the Cairn Hills, has an amulet which allows him to teleport weekly, allowing him to travel to the Free City or Radigast City to sell the potions they make.[7]
- Tobyn Polstar, in 496 CY, copied and promulgated the book of his ancestor, The Travels of Marek Polstar, in Radigast City. It was originally written by Marek Polestar nearly a century before.[8]
- Warnes Starcoat- was sent to be a wizard apprentice by noble in Radigast after he caught the noble's eye because of his complex defenses he built to protect his family's farm.[9]

[edit | edit source]The City of Radigast's coat of arms is a field of alternating gold and blue vertical stripes divided top and bottom with a black city wall emblazoned on it; [10][11] which is described heraldically—per party per fess, in chief or per pale azure, in base azure per pale or, an embattled wall of two towers sable.
Economy
[edit | edit source]Radigast's economy was not hurt by the Greyhawk Wars and the county bankrolls Nyrond.[2]
Military
[edit | edit source]The County of Urnst naval squadrons are based at Radigast City. There is an informal agreement with Furyondy in order to secure this vital lake.[2]

Embassies
[edit | edit source]Ahlissa—The so-called “Embassy of Ahlissa” is something of a misnomer. While the County of Urnst maintains distant relations with the Overking’s nation, it hosts no official ambassador. Nevertheless, the building is operated in every respect like a true embassy. In reality, it serves as the Radigast headquarters of the Royal Merchant Guild and has only recently been completed. The interior of the Royal Merchant Guild is lavish to the point of excess. Though the walls are crowded with frescoes depicting Ahlissan merchants trading with peoples across the Flanaess throughout history. Gold dominates nearly every surface, and numerous statues of beautiful men and women are adorned with golden bracelets and tiaras, leaving no doubt as to the immense wealth of Ahlissa. Located in Northtown, the structure is guarded by immaculately groomed Ahlissan soldiers clad in green-and-gold tabards over chainmail, armed with halberds and bucklers. Purmur is the head of the embassy,[14]
Duchy of Urnst—TheDucal embassy stands near the palace in the Administrator's Circle, its banner displaying a bear rampant on a green field flying prominently above the building. The Duchy maintains a cautious interest in the internal politics of the County, but has no intention of intervening so long as unrest does not spread beyond its borders into neighboring regions.[15]
Nyrond—The Nyrondese embassy, located in the Administrator's Circle, stands closed, as of 596 CY because of their potential involvment with the assassination of Contessa Elone Gellor and her daughter. It is watched over by a handful of local mercenaries in Nyrondese employ. The guards know only that their employers wish to keep all intruders out of the complex. A sign nailed to the door reads, “Closed until further notice,” while someone has scrawled the word “Murderers” across the doors in large red letters..[15]
Tenh—located in The Hills district, the exiled Duke Ehyeh and his family reside here.
Districts
[edit | edit source]- Administrators' Circle
- Crowning the city’s central hill, the Administrators’ Circle is the seat of power in Radigast. Encircled by its own walls and set apart from the rest of the city, the district contains the County’s most important political and ceremonial buildings. At its heart stands the Palace of Countess Belissica, rising at the hill’s peak and serving as the focal point around which all governance turns. Within the secured precinct are City Hall, embassies representing favored and allied nations, and Belissica’s Tower, a symbol of both authority and vigilance. Also housed here is the Museum of Arts of Radigast City, a grand institution that functions as an opera house and theater while preserving the County’s history—its exhibits reaching back to the era when Radigast was a province under the rule of the Great Kingdom. As the political heart of the County, the Administrators’ Circle is a place of guarded halls, formal processions, and constant negotiation, where the fate of Radigast is debated and decided behind stone walls and watchful gates.[16][17][18]
- Artisans' Block
- Artisans’ Block is one of Radigast’s more affluent districts, known for its cultivated airs and creative spirit. The Ollendi Playhouse dominates the area—a vast open-air theater whose performances draw audiences from across the city—while tree-lined parks and manicured greens provide quiet spaces for reflection and inspiration. The district takes its name from the artists, sculptors, musicians, and playwrights who make their homes here, many of them enjoying comfortable estates and studios near the water. The Lakeside Gate lies along its edge, the least trafficked of the city’s gates, yet still favored by residents traveling to outlying farmsteads or along the shores of the Nyr Dyv. Calm, refined, and culturally rich, Artisans’ Block blends wealth with creativity in a way few other districts can match.[16][18][19]
- Foreign Quarter
- In the aftermath of the Greyhawk Wars, the Foreign Quarter has become a matter of growing concern for the rulers of Radigast. The district swells with refugees driven south by Iuz’s conquests, their numbers drawn from Tenh, the Shield Lands, Nyrond, and other shattered realms. Though bound by shared loss, these peoples have begun to cluster along familiar lines, the Quarter slowly fracturing into ethnic and national enclaves. Tensions simmer close to the surface, and outbreaks of violence are common enough that the city watch maintains a doubled presence throughout the area. Amid this unrest, one unexpected influence has begun to shift the balance. A nascent cult devoted to Trithereon preaches justice, liberty, and defiance against oppression, drawing followers from across the divided communities and offering them a rare sense of unity. City officials view this development with unease. While the cult has dampened some of the street-level violence, they fear its growing influence may inflame anti-northern sentiment and provoke unrest along Radigast’s borders. Thus, the Foreign Quarter remains a tightly watched, segregated district (Tenh, Nyrond, Shield Lands, and other foreigners); held together by fragile truces, shared faith, and the constant vigilance of the guard. [16][18][20]
- The Hills
- Rising gently above the surrounding streets, The Hill is a district defined by prestige and quiet power. Stately homes and manicured estates crown its low slopes, owned largely by nobles and officials whose influence runs through the Administrators’ Circle. While many members of the city’s aristocracy make their residence here, it is the presence of courtiers, advisors, and politicians that truly gives the district its character. From behind guarded gates and high walls, policies are shaped, alliances forged, and rivalries quietly nurtured. Among its notable residents is Duke Eyhell of Tenh, who has taken up residence on The Hill since his exile, lending the district both a touch of foreign dignity and a reminder of the turbulent politics beyond Radigast’s walls.[16][18][21]
- Northtown
- Northtown serves as the city’s bustling quarter of markets and common folk. Merchant caravans from the northern realms—among them Iuz, the Pale, and distant corners of Nyrond—enter through the Northgate, drawn by the district’s broad, well-kept streets. Wider than those found elsewhere in the city, these thoroughfares comfortably accommodate heavily laden wagons and long caravan trains. At the heart of the district lies High Market Square, the nerve center of trade and commerce. Here, business, bargaining, and rumor flow as freely as coin, while caravans roll in and out at every hour, day and night, lending Northtown a constant air of motion and noise.[16][18][20]
- Seer District
- is the heart of Radigast’s magical life, home to the city’s most arcane-minded residents. Noble mages maintain elegant villas here, their tall, spiraled houses rising above streets crowded with astrologers, soothsayers, and hedge-seers whose stalls draw visitors from every corner of the city. At the district’s core stands Radigast University, its white marble walls and towers dominating the skyline and sheltering generations of arcane scholars. Surrounding it are the university dormitories, alive with students at all hours, and the venerable Royal Library of Radigast City, whose vaults of knowledge attract sages, researchers, and officials alike. Both institutions regularly receive visitors from the Administrators’ Circle, lending the district an air of constant importance and scrutiny. Between noble estates and student quarters, the streets are thick with shops selling spell components, scrolls, and curious magical trinkets, giving the Seers’ District a sense of layered height and ceaseless activity—where scholarship, superstition, and high magic exist side by side.[16][18][22]
- The Sewers
- Constructed over two centuries ago by Leopold Gellor, Radigast City rests atop a vast and carefully engineered network of sewer tunnels. These passages carry runoff and waste from every district, making them essential to the city’s health—but also dangerous in their own right. The system’s efficient drainage means that during and after heavy rains, the tunnels can flood rapidly, filling with swift, churning currents capable of sweeping away the unwary. To keep the flow clear, the government employs the Guild of Sewer Scrapers, whose members brave the tunnels on a regular schedule and immediately following major storms. Their work prevents blockages and limits structural damage, and they are a familiar—if seldom celebrated—presence beneath the streets. While generally considered safe by urban standards, the sewers are far from harmless. Poor light, sudden surges of water, and a handful of lurking hazards make the depths a place best entered only by those with purpose, preparation, and a strong stomach..[16][18]
- Slum Quarter (Darkden)
- Widely known as the Darkden, this quarter is Radigast’s shadowed underbelly. Both the city’s thieves’ guild and its cutthroats maintain their headquarters here, operating amid a dense sprawl of gambling houses, brothels, and illicit dens that are too numerous to easily count. The streets wind in confusing patterns and often bear whispered nicknames used only by locals—names far removed from those recorded on any city map. Little official light reaches the Darkden. The Lamplighters’ Guild rarely ventures beyond its edges, leaving much of the district swallowed in perpetual gloom, and the city watch gives the area a wide berth, entering only when circumstances leave them no choice. At night in particular, authority all but vanishes from these streets. Adding to the district’s grim reputation are persistent tales of a creature known as the Tylekar, said to stalk the alleys, stealing the children of beggar women and devouring the hearts of honest men who lose their way within Darkden. Most citizens dismiss the stories as superstition, but among the residents of the Slum Quarter, the legend is treated with deadly seriousness. Whether myth or monster, fear rules here as surely as crime, and the darkness gives the district both its name and its power.[16][18][19]
- Southtown
- is another of Radigast’s great mercantile districts and, thanks to the Bampton Highway, its busiest by far. Bampton serves as Radigast’s surrogate port, and with the first light of dawn long caravans and wagon trains arrive from the docks, carrying goods bound for the district’s warehouses, guildhalls, and the sprawling Bluesky Market that anchors Southtown’s central square. From sunrise onward, the streets thrum with commerce, shouted bargains, and the creak of laden carts. This constant flow of trade also draws less welcome traffic. Pickpockets, thieves, and beggars from the nearby slums work the crowds, ensuring the city watch maintains a strong and visible presence at all hours. Unlike the broad avenues of Northtown, Southtown’s roads are narrow and winding, often choked with foot traffic by midday. Most travel here is done on foot, though Southgate provides direct access to the Bampton Highway beyond the walls. Many freemen live in Southtown, occupying cramped quarters above their shops, workshops, and merchant stalls. Nearly anything can be bought along its crowded streets, where trade and daily life mingle in a dense, noisy press from dawn until well into the night.[16][18][23]
- Wayman's District
- Removed from the intense commercial hubs of Northtown and Southtown, Wayman’s District is a quieter quarter favored by the city’s middle and upper classes. The streets are lined primarily with residences and well-kept apartment buildings, giving the area a more settled, orderly character. Scattered among them are respectable taphouses and a handful of odd shops and specialty strips that lend the district a subtle eccentricity. Wayman’s District is also home to many of Radigast’s professional offices. Scribes, advocates, accountants, and other learned trades conduct their business here, serving clients from across the city. Notably absent are major temples, as the district’s identity centers on civic life rather than worship. The headquarters of the city watch stands within Wayman’s District, housed in a stout, grim building known colloquially as “the Dungeon.” From this nerve center, the watch oversees law and order throughout Radigast, lending the district an added air of authority and stability.[16][18][21]
Religion
[edit | edit source]- Everbright Chapel—is a temple dedicated to Pelor and is located in the Wayman’s District and is one of the largest temples in the County of Urnst. The chapel is perpetually active, with people coming and going—most seeking healing, while others request guidance and counsel from the benevolent priests. Its calm and peaceful atmosphere is enhanced by numerous permanent daylight spells that illuminate the interior. The temple also serves as a center for clerical research, both doctrinal and, in special cases, matters of importance to the County. Agnes Veltuer, a Suel priestess of Pelor in her sixties, serves as the temple’s lore mistress. Having left her family’s commercial pursuits, she has devoted herself entirely to knowledge and to Father Pelor, living a life of fasting and prayer, and taking little interest in politics.[16][24]
- Temple of Boccob—The temple is located in the Seer's District and is overseen by Abbot Mykil (male human Exp4)[25] , a middle-aged man whose stern bearing reflects his disciplined devotion. Though a layman rather than an ordained cleric, he serves as the temple’s administrator and guardian of its lore. The Temple's tall double doors of wood stand open to a vast granite structure, its exterior painted with vibrant symbols of an eye set within a centagram, clearly marking it as a temple to Boccob, god of magic and knowledge. Inside, the air is heavy with the mingled scents of incense and ancient dust from countless old tomes. Bookshelves line nearly every wall, each packed to capacity, while the center of the chamber opens into a circular space surrounded by orderly rows of chairs.[16][22] One of the temple’s priests, Bertha (N female human Clr10, is deeply absorbed in her studies, paying little attention to those around her unless interrupted. She pursues knowledge for its own sake, unconcerned with the opinions of other churches, reflecting the teachings of the Church of the Uncaring, which holds that knowledge is its own reward.[26]
- Temple of Celestian—is located in the Seer's District and opens only at dusk and closes again at dawn, for its faithful are devotees of the star-filled night and keep no business during the daylight hours, reserving that time for sleep and quiet contemplation.[16][22] The temple is led by Denalla (female human(Oeridian) Clr5)[27]. Tall, severe, and strikingly beautiful, she dresses in black and wears a silver necklace bearing a disk inlaid with multicolored gemstones. A strict Celestian Traditionalist, Denalla insists upon the proper Oeridian names for all heavenly bodies and rites,
- Council of Winds—This council of agricultural deities oversees the farms and ranches of the County of Urnst. Its members typically remain among the people, convening only when unnatural forces threaten the county’s weather or crops, and the council functions more as a political forum than a working temple. The temple is maintained by priests of Atroa, Sotillion, Telchur, Wenta, and Velnius.[28]
- Temple of Fharlanghn—Outside the temple in Southtown, over a hundred pairs of shoes in every style, color, and size are neatly displayed for the daily shoe sale occurs outside this temple. Some visitors browse and purchase shoes from an elderly man in brown robes, Wanderer Longstrider (male human Clr). Once a traveler himself, he now finds comfort within the temple, which is dedicated to Fharlanghn, Lord of Horizons, Distance, and Roads, ensuring safe journeys to and from Bampton. Though his days of wandering are long past, his faith compels him to welcome travelers and guide them in prayer.[29][30][31]

- Temple of Olidammara—located in Northtown and overseen by Medrik (male human Clr6), a charismatic human cleric. Near the temple’s entrance, a troupe of jugglers entertains visitors while a group of minstrels fills the air with lively music, adding to the temple’s festive and welcoming atmosphere.[16][20][30][34][35]

- Temple of Ralishaz—located in Southtown, is the largest of a cluster of three gambling dens and glows with ever-present magical light. The building serves as a beacon, drawing the faithful of chance and risk as surely as moths to a streetlamp. The temple is led by an emotionless cleric named Febritz (male Clr7[29]
- Rao- Lord Arduin (male human Clr7) is an advisor to the Countess.[37]
- Temple of Saint Cuthbert—once stood in the Seer’s District until it was burned down in 590 CY. A new temple is currently under construction in the Slum Quarter, but progress has been slow, plagued by repeated delays. Several unfortunate accidents have struck the laborers digging the foundation, further hindering the work.[16][22][32]
- Temple of Trithereon—located in the Foreign District, is overseen by Y’Londa (female elf Clr4), who is fiercely protective of her congregation. Recently established, the temple serves as a place to calm tensions among the many nationalities of the district, and within its walls refugee strife is notably absent.[16][23][29]
- Shrine of Wee Jas—located in the Noble Cemetery and overseen by Evarg (Clr15). who, in addition to his clerical duties, is also the grounds keeper for the cemetery.[38]
- Temple of Xerbo—located in Northtown, is overseen by Wave Singer (male human Crl3). who is a gray-bearded man with the rough cadence of a lifelong sailor, he speaks as though fresh off a ship and harbors a clear bias against landlubbers. The temple itself is adorned with coral, and a faint scent of saltwater lingers in the air. Green and blue stained-glass windows cast an aquatic glow throughout the interior, and regardless of the heat outside, the air within remains cool, damp, and brimming with the chill of the sea.[16][20][34][39]
- Temple of Zilchus— rises as a grand four-story tower capped in silver, a prominent symbol of wealth and commerce in Southtown. Among its clergy is Cordlissa Langham (female, human Clr2) , who besides being an exchanger, she readily provides information about the district in exchange for a suitable donation. The many guards here wear plumed helmets, half plate and carrying halberds. Badicus Ordef is counted among her faithful.[16][24][29][30][39]
Notable locations
[edit | edit source]- Ackroman's Stables—located in the Foreign District, is run by the hostler Ackroman, a quiet and reserved man with a sharp understanding of business. Though the stable itself is well kept, the quality of his steeds is lacking. Ackroman actively tries to divert customers away from Kohg’s operation and toward his own, driven in part by his mistrust of Kohg, whom he disfavors for being half-orc[18][40]
- Adler the Gemcutter—operates a well-kept shop in the Artisan’s Block and is a member of the Jewelers’ Guild. Courteous to his customers, Adler treats gemcutting more as a hobby than a livelihood. He greatly admired Contessa Elone Gellor and still wishes he had been able to study her sword more closely, hoping to replicate the distinctive gem cuts set into its hilt.[18][40]
- The Aerie—located in the Foreign District, the Aerie is an inn in name only, and a front for the criminal syndicate known as the Birds of Prey. Despite its lofty title, the establishment resembles a dark cavern more than a welcoming tavern. Thick pillars, low ceilings, and ever-present smoke choke the interior, obscuring sightlines beyond a few paces and giving the place a claustrophobic, oppressive feel. The clientele does little to put visitors at ease. Pickpockets, thugs, and worse openly gather here, their presence making it clear that respect—or fear—is the only currency that matters. The Aerie serves as neutral ground for the Birds of Prey to conduct their affairs, recruit talent, and keep a wary eye on the city’s underbelly. Their chief rivals are the Black Claws of Trigol, and tensions between the two groups simmer constantly. Fights are rare but sudden, and when violence does erupt within the Aerie, it is swift, brutal, and usually decisive..[16]
- Blue Gopher Tavern and Inn—located in Northtown, is run by the innkeeper Leslie. While the lodging is modest, the tavern serves food of better-than-average quality, making it a solid, if unremarkable, choice overall. Leslie is well-informed about the goings-on in Radigast and keeps careful tabs not only on other taverns within the city but also on those in neighboring cities.[18][34]
- The Bluesky Market— lies in a broad square at the heart of Southtown in Radigast, an open-air bazaar famed for exotic and rare goods brought by ship from the southern reaches of the Flanaess. With more than two hundred booths and displays, the market is perpetually crowded, forcing visitors shoulder to shoulder amid the press of several hundred people. The easiest way to move is to surrender to the slow current of the crowd, which carries one past rows of stalls before turning corners into yet more displays. Throughout the market, the air hums with constant haggling—spirited barter over rare curios and endless bickering over the price of everyday wares alike.[29][41]
- The Boar's Tusks—located in Southtown, is a tavern and inn catering to hunters and peacekeepers. The walls are adorned with trophies from countless hunts, and the establishment serves plenty of Brotton Harvest Moon Ale and Torquann’s Brandy. The bar is run by Greybeard, the tavern’s seasoned bartender[16][42]
- City Hall—is located in Administrator's Circle in the center of the city[17]
- Dormik the Goldsmith—It is obvious the Dormik takes pride in his work, whether the professional pride is for himself or for the Goldsmiths Guild, he runs a good shop in Northtown.[18]
- The Dungeon—this complex in the Wayman’s District serves as the headquarters of the City Watch. It consists of a cluster of large gray stone buildings ringed by stout stone walls and marked with the city’s yellow and blue banners, housing offices and detention cells alike. A single gated entrance pierces the outer wall, and the gallows stand grimly just beyond the gate. Patrol Commander Nevrik (male human Ftr4), is a tall, strong man clad in the standard uniform: a yellow-and-blue checkerboard surcoat worn over chainmail, blue leggings, and a yellow cloak often works with adventures.[43][31]
- Gorbin's Stables—situated just outside the Lakeside Gate in the Artisan’s Block, is a tidy and respectable establishment offering some of the city’s finer horses. Gorbin himself is quiet and reserved, a member of the Horsesellers Guild, content to run his business and support himself. With the war keeping the streets busy, most people now travel by horse rather than on foot. Though he wishes he had the space to breed horses or expand his stock, for now he manages only what his city stable can accommodate.[18][44]
- Grimjaw Smithy—As you near the small building just off the Bampton Highway in Southtown, the ringing of hammer on metal greets your ears. Large wooden shutters at the front are propped open to form a shaded awning for visitors, while additional shutters at the back allow a breeze to pass through, though the interior remains warm under the summer sun. The smithy is run by Grimjaw (male human Ftr4/Exp2), former adventurer, with help from his apprentice. Grimjaw may no longer be an adventurer, but he still hears stories and knows a lot of what is going on in Southtown.[45]
- Highbrows Inn—situated in Northtown, is run by Jordan Malkiev. While the lodging is average, the inn is renowned for its superb food, it benefited from the business brought in by the Contessa, and is generally regarded as a good establishment overall.[18][34][46]
- The Homebound Sparrow—located in the Artisan’s Block, is run by Laughney. The inn offers average lodging but superb food, making it a good overall choice. The walls are adorned with artwork from the inn’s patrons, often offered as payment instead of coin—some pieces may even hold real value. Guests are typically aspiring playwrights or artists, or visitors to local families; outsiders are rarely seen here.[18][40]
- The House of the Sun— is a tavern and inn in Southtown, operated by Valeraan (male human Clr4 of Pelor), and situated near the Temple of Relishaz. He also serves as a keeper of safehouses for the Underley Network, a covert web of spies operating within Radigast City, he maintains several such houses, including one hidden directly behind the Temple of Ralishaz. To support himself, Valeraan brews potions, which he discreetly sells to trusted buyers.[47] The inn has occasionally been used by Lord Jacobis Underley to host his guests. When Lord Terard Duncombe II launched the Second Battle of Radigast in his bid to claim the regency following the death of Contessa Elone Gellor, the Council of Lords—Lord Mage Jacobis Underley, Lord Chamberlain Darius Alan Dane, and Lord Mayor Delkram Gellor—established the House of the Sun as their base of operations.[16][48][49]
- The Husband's Home— is a decent tavern located in the Wayman’s District and run by the tapkeeper Morren. It offers good food but no lodging and is generally considered an average establishment overall.[18][50]
- Kohg's Stablry—located in the Foreign District, is run by Kohg, a courteous half-orc hostler and member of the Horsellers’ Guild. The stable is well maintained, though the quality of its horses is poor. Kohg knows little beyond the care and handling of horses and has little interest in anything else, running the business purely for the enjoyment it brings him.[18]
- The Lighthouse— is a lamp shop in the Foreign District run by Nicki, a member of the Lampmakers’ Guild. Courteous in manner but expensive in price, she keeps a fair-looking establishment and is motivated largely by profit.[18][40]
- The Lord's Garden—One of the few brothels not in the Slum Quarters, Madame Endora Malitahm runs an exquisite "Inn" with good food in the Hills for wealthier clientele.[18]
- Milandal the Clockmaker—Malindal, a skilled clockmaker in the Artisan’s Block, keeps a watchful eye on anyone who enters his shop, his demeanor marked by suspicion and mistrust. Though cautious of strangers, he is always willing to make a sale to support himself. Recently, he had fitted the Wizard’s Fury with a clock in High Mardreth.[18][40]
- Museum of Arts—is located in Administrator's Circle in the center of the city[17]
- Noble Cementary—just two city blocks past the Temple of Boccob is the gates of the noble cemetery. The gates remain closed at night, and sharpened spikes atop the surrounding fence deter any intruders. Located in the Seer’s District, the cemetery is reserved exclusively for the city’s nobility. Inside, stone statues commemorate the buried, hundreds of tombstones mark noble graves, and a few above-ground stone crypts display intricate craftsmanship in honor of the dead. The grounds are also known to have gargoyles. Smady once served as assistant caretaker until his involvement in the Kyuss uprising was discovered.. There isa shrine to Wee Jas here.[16][51]
- Ollendi Playhouse—is a huge open-air theatre located in the Artisan's Block. Criers announce the performances that will take place soon and that several good seats are still available.[16][19] Melinda Weathertoe from Dosselford peformed her ballad 'The Heroes of Dosselford' here.[20]
- Palace of Countess Belissica—is located in Administrator's Circle in the center of the city[17]
- Radigast Opera House—is a striking example of the city’s exquisite architecture. This tall brick building is adorned with numerous white marble statues depicting Urnstian heroes, mythic figures, and deities. It serves as the home of the Silver Swans, who tirelessly craft ever grander performances. The opera house is a favored gathering place not only for bards, but also for lovers and the city’s fashionable socialites.[16]
- Radigast University—white marble buildings of Radigast University rise above the district’s many tall spiral houses, marking the heart of the Seer’s District. Among these spires, which serve as homes for the city’s wizards and mages, are the university’s large brick dormitories, providing housing for its students. Nearby, the temples of Boccob and Celestian stand in striking contrast to the academic halls. In 596 CY, the university introduced two new courses focusing on the local dungeons and the geography of the County of Urnst.[22][52]
- Remembered Hero—a new tavern and Inn opening in 594 CY in Northtown, it caters to the many heroes of the realm. Near the door hangs a painting of a half-orc in a white robe. A wax candle illuminates the painting of Grung-gosh, fallen convert of Zodal.. The smoke-filled room is generally packed with people recounting their exploits during the civil war, while those too old or too young to have fought themselves listen intently, applauding at every dramatic pause. The tavern is run by Beckman, its proprietor.[16][53]
- The Royal Library of Radigast City—the largest of the seven buildings on campus and houses the Royal Library of Radigast City is located in Radigast University (also known as Gellor College. The university, located in the Seer’s District, contains a vast and prestigious collection of texts and tomes gathered from across the Flanaess. The library is overseen by Turthin (male human Exp6/Wiz4), the Master Librarian, a human scholar in his late sixties. Arrogant and sharp-tongued, he suffers fools poorly and holds little patience for those he considers intellectually lacking. Having served in this role for twenty-two years, Turthin possesses an encyclopedic knowledge of every book, scroll, and tome within the library’s walls.run by Turthin, Master Librarian (male human Exp6/Wiz4) located in Radigast University (also called Gellor College) in the Seer's District[22][34]
- Shella's Pies—is a well-kept bakery owned by Shella, a talkative member of the Bakers’ Guild who takes great pride in her craft. She eagerly urges visitors to sample her pies, boasting that they are made from an old family recipe brought from the Pale when her ancestors fled the rise of the Theocracy for refusing to worship Pholtus. Striving always for quality, her shop has earned a strong reputation among locals. The Bakery is located in the Seer's District.[18][41]
- The Taxman's Scroll—located in the Wayman’s District, is owned and operated by Cloe the Scribe, a member of the Penmans’ Guild. The shop is well kept, and Cloe’s work is of high quality, though her manner is pushy and often aggressively sales-focused as she strives for excellence. Ever ready with “Need me to scribe anything down?”, Cloe offers professional transcription services and sells detailed maps of the County of Urnst and its many cities.[18][50]
- The Vial—is a potion shop in the Seer’s District, run by Tymmaie (male human Exp4/Wiz3), a middle-aged merchant. A regular attendee of seminars at Radigast University, Tymmaie is knowledgeable, pragmatic, and never one to refuse good coin.[22][41]
- The Watering Hole—located in the Southtown District, is a tavern managed by Badicus Ordef, who worships Zilchus. It serves fare that is better than average, though it offers no lodging, and is generally considered a solid choice for food and drink.[18][31]
- The Whistling Kitty—a popular and cozy tavern in the Foreign Quarter, is run by Old Ned. Known for its good-quality ale at a fair price, the tavern is small but almost always bustling with patrons.[31][43]
Organization
[edit | edit source]- Birds of Prey—a thieves' guild based out of the Aerie located in the Foreign District.
- City Watch—Captain of the Watch is Bredan Underly. He answers directly to the Lord Mayor Dekram Gellor.[54]
- Pax Mercuri—the Perrenland mercenaries maintain an office here.[55][56]
- Silver Swans—are based here and will augment the city watch, the county military, local militia or the Knights of the Swan as directed by the Countess.
Military

[edit | edit source]The City Watch maintains a force of approximately 420 personnel at all times, organized into rotating shifts and stationed across the city. Watchmen can be recognized by the golden triangle emblazoned on their attire. While patrols typically carry daggers and swords, the main stations are equipped with men wielding polearms—halberds are common, and mancatchers occasionally appear. Shifts rotate every six hours to ensure constant coverage. Every district has a station, with the exception of Darkden, which falls under the jurisdiction of the Southtown station. A typical patrol consists of a Patrol Commander (LG human Ftr 4) and five watchmen (LG male/female human Ftr2). They use whistles to call for reinforcements when needed.[31]
Radigast’s city walls rise some 30 feet on all sides, reinforced with battlements and regularly spaced towers every 120 feet. Twenty such towers encircle the city, each normally manned by 15 soldiers (five per shift), with quarters located mid-level. During times of war, martial law, or heightened unrest, the garrison of each tower doubles to 30 men, rotating seven per shift with two held in reserve. These soldiers are trained in crossbow use and the operation of war machines—including catapults, ballistae, and the occasional scorpion. Subterranean storerooms within each tower allow the city to endure a prolonged siege, potentially lasting several weeks until relief arrives.[18]
Militia
[edit | edit source]Beyond the permanent garrison, Radigast fields a City Militia of roughly 450 citizens, ready to respond on short notice and fully battle-prepared within a week. The Mages’ Union also contributes in emergencies, supplementing defenses with their skilled spellcasters. The Countess maintains a retainer of 15 combat-capable mages, each proficient with both martial weapons and magical arts. These respected members of the Union are funded annually by the city government to support the defense of Radigast, serving wherever their talents are most needed along the walls or in battle.[18]
The Emerald Guard is a military unit under the direct command of the Countess.
